What Is CARM?
CARM (CBSA Assessment and Revenue Management) is the Canada Border Services Agency's multi-year initiative to modernize and streamline the collection of duties and taxes on imported commercial goods. The CARM Client Portal replaces the previous paper-based and legacy electronic systems.
What Changed for Importers
Under CARM, importers are now required to register on the CARM Client Portal and are directly responsible for managing their duties and taxes account. Previously, many importers relied on their customs broker to handle this — that is no longer an option without proper delegation of authority.
Key changes include:
- Importers must obtain their own financial security (surety bond or cash deposit) with the CBSA
- Monthly statements of account replace the previous transaction-by-transaction billing
- All commercial importers must register on the CARM Client Portal
- Delegation of authority must be granted to your customs broker within the portal
How to Register on the CARM Client Portal
Registration is done through the CARM Client Portal using a GCKey or Sign-In Canada credential. Your business will need a valid Business Number (BN) and an RM import/export program account with the CRA.
Once registered, you must grant your customs broker (such as Viacan) delegation of authority so they can continue filing on your behalf.
Surety Bond Requirements
CARM introduced a requirement for importers to hold their own financial security — either a cash deposit or a surety bond — to guarantee payment of duties and taxes. Viacan can assist you in obtaining the appropriate bond through our network of surety providers.
