What Is CARM?
CARM (CBSA Assessment and Revenue Management) is a transformational initiative by the Canada Border Services Agency to modernize how it processes and collects duties and taxes on imported commercial goods. CARM introduces a new online portal — the CARM Client Portal (CCP) — through which importers manage their trade accounts directly with CBSA.
Key changes under CARM include direct importer registration with CBSA, a new duty and tax billing cycle, and the requirement for importers to maintain their own security bonds to cover estimated duties and taxes.
Importers who are not properly registered in the CARM Client Portal may experience delays in shipment releases and difficulty managing their customs accounts.

CARM Compliance Requirement
All commercial importers trading with Canada are required to register in the CARM Client Portal and maintain their importer security bond. Failure to do so can result in your customs broker being unable to release your goods on your behalf, leading to costly border delays and storage charges.
