Choosing a Broker

How to Choose a Canadian Customs Broker

September 2026 · 9 min read

Choosing the right Canadian customs broker is one of the most important decisions an importer can make. A good broker keeps your goods moving, your duties optimized, and your compliance program audit-ready — while the wrong one can cost you time, money, and credibility with CBSA.

1. Confirm CBSA Licensing

Only a licensed customs broker may transact business on your behalf with the Canada Border Services Agency. Verify that your broker holds a valid CBSA customs broker licence and is in good standing. Viacan has been a licensed Canadian customs broker since 1983.

2. Look for National EDI Capability

A modern Canadian customs broker files entries electronically through CBSA's national EDI network. This means your broker can clear goods at any port of entry in Canada — Vancouver, Toronto, Montreal, or Halifax — without being physically located there. If your broker can only clear at one port, your supply chain is more fragile than it needs to be.

3. Evaluate CARM Expertise

Under CBSA's CARM initiative, importers carry new financial security and account-management obligations. Your broker should be able to guide you through CARM registration, surety bond coordination, and ongoing portal management — not just file entries.

4. Check Trade Compliance Depth

Clearance is the visible part of customs brokerage. The higher-value work is tariff classification, free-trade-agreement claims (CUSMA, CPTPP), duty drawback, and audit defense. Choose a broker with a dedicated trade compliance team, not just a filing service.

5. Consider Bilingual and Regional Needs

If you import into Quebec, bilingual service (English and French) and familiarity with provincial requirements (MAPAQ, labelling) matter. If you import into Alberta or BC, look for a broker experienced in your industry's commodities.

6. Ask About Reporting and Transparency

A good broker gives you visibility into your entries, duties paid, and compliance status. Ask how you'll receive status updates, audit reports, and duty-recovery recommendations.

The Bottom Line

A Canadian customs broker should be a long-term trade partner — not just a transaction vendor. The right broker reduces your landed cost, protects you from compliance risk, and scales with your business as you grow across Canada.
